The Algarve Local Health Unit (ULSA) has been urged to take immediate action to address serious equipment deficiencies at Hospital Terras do Infante, following a motion raised by the Lagos City Council. The hospital, which is part of the Algarve University Hospital, has been reported to have "serious deficiencies in the equipment," affecting the quality of healthcare provided to the population.

The municipality aims to uphold the dignity of healthcare professionals and defend the population's right to health. To this end, it has outlined a coordinated, phased program that combines immediate repairs and temporary measures, targeted procurement and investment, workforce training and maintenance, plus regional partnerships and funding bids.

Key immediate actions include triaging equipment by clinical risk and safety, repairing critical, repairable devices first, using temporary swaps and loan agreements, and implementing contingency clinical protocols. These measures are designed to restore diagnostic capacity, patient flow, and ensure patient safety while longer-term procurement proceeds.

Targeted procurement and capital investments, over a period of 6 to 24 months, will see the ULSA define clinical specifications and volumes for multifunction bedside monitors, ECG machines, mobile/portable X-ray units, and at least one CT scanner for the imaging department. The ULSA will also pursue staged procurement to match budgets, seek multiple financing routes, and standardize equipment models across the ULSA.

Maintenance, staffing, and operations will be addressed concurrently through the establishment of a preventive maintenance program, training clinical and technical staff, and creating an equipment governance committee.

The imaging department and CT-specific steps include performing a needs and business-case analysis for CT, considering phased CT models, and planning site requirements early.

Emergency vehicles and transport will be modernized strategically, with a focus on replacing or leasing vehicles prioritized by response demand and ensuring ambulances are equipped with standardized multifunction monitors and essential emergency equipment.

To fund these initiatives, the ULSA will apply for external grants, involve local government and community stakeholders, and publish a clear timeline and KPI dashboard. The ULSD has shown a willingness to collaborate in previous healthcare equipment situations and is committed to strengthening medical diagnostic equipment.

The municipality intends to resolve the current situation in the healthcare facility as soon as possible, without providing a specific timeline. The actions are practical, prioritized, and drawn from the situation described in the Lagos City Council motion.
