Ready for a good night's rest, peeps? Great news for the homeless population in England and Wales, as the government plans to scrap the outdated Vagrancy Act of 1824 - yup, that's nearly two centuries old! This antiquated law made it illegal to catch some Z's on the streets.

Brought into play during the Napoleonic Wars and the Industrial Revolution, this law aimed to tackle rising homelessness. Fast-forward to the post-war era, many men found themselves homeless and resorted to street sleeping and panhandling to survive. The Industrial Revolution exacerbated the issue, as urban migration led to a housing crisis, leaving countless job seekers without a roof over their heads[1].

Sleeping rough backed then could land you with fines or even a stint behind bars. However, in recent times, the number of prosecutions and convictions under the 1824 law has dwindled. The most recent statistics reveal only 79 prosecutions and 59 convictions in 2023, contrasting with 1,050 prosecutions and 810 convictions in 2011[2]. That's quite a drop!

Time to Straighten Up the Laws

"We're putting an end to over 100 years of injustice towards the most vulnerable in our society - folks who deserve dignity and aid instead of being criminalized," stated the British Deputy Prime Minister, Angela Rayner. "Sleeping on the streets should never land you in hot water. With the repeal of this harsh and obsolete law, rest assured it'll never happen again."

The repeal of this law was initially announced in 2022 by the Conservative previous government. Their initial plan was to pass an alternative law; however, that didn't come to fruition before the parliamentary elections late last year[3].
