The shutting down of the lab followed a report from the White Coat Waste (WCW) project, which highlighted alarming practices such as pumping pneumonia-causing bacteria into beagles' lungs, excessive bleeding, and inducing septic shock for experiments [1].

Controversies surrounding the NIH's treatment of animals were not limited to beagles. Rep. Nancy Mace accused Dr. Anthony Fauci of sending dogs to slaughter through "barbaric and gruesome" NIH-funded experiments [2].

With the rise in concerns over animal welfare, other federal agencies have also taken steps to phase out animal testing. In 2019, the Food and Drug Administration (FDA) announced its intention to phase out animal testing requirements for antibody therapies in favor of examining human-made replicas of organs [1].
