Cebu Provincial Government Takes Charge of Liloan Children's Hospital Funding

The Liloan Children's Hospital in Cebu, Philippines, has become a focal point in a debate over its management and funding, with Fifth District Representative Duke Frasco and Cebu Governor Pamela Baricuatro at the centre of the discussion.

According to Republic Act 11886, enacted on June 29, 2022, the Liloan Children's Hospital falls under the direct control, supervision, and funding responsibility of the Cebu Provincial Government. This law, authored by Rep. Frasco, outlines the management and funding of the hospital, meaning that the operations and management are also under the province's jurisdiction, not the congressional office or the Municipality of Liloan.

This funding responsibility has been a central point in the ongoing debate between Governor Baricuatro and Rep. Frasco. Governor Baricuatro urged Frasco to focus on the construction of the Liloan Children's Hospital before pursuing legislation to upgrade another facility, the Danao City Provincial Hospital. She suggested that legislation was unnecessary for the Danao upgrade as her administration is working on it internally.

Frasco, on the other hand, emphasized that Republic Act 11886 makes the Provincial Government liable for funding the Liloan Children's Hospital. He appealed to Governor Baricuatro and the Provincial Board to prioritize the hospital’s funding in the Province’s 2026 annual budget and development plan.

Despite the funding mandate being with the provincial government, Frasco announced he has secured ₱50 million in national funding for 2025 from the Department of Health, which is set to be released soon to support the hospital’s initial construction phase. He stressed that full completion will require additional funds from both national and provincial levels.

The debate between Baricuatro and Frasco now involves two healthcare facilities: the Liloan Children's Hospital and the Cebu Provincial Hospital in Danao City. Frasco has appealed to Pamela Baricuatro and the Provincial Board to support House Bill 3313, which seeks an upgrade of the Cebu Provincial Hospital in Danao City, transforming it into a fully equipped Level II hospital, known as the North Cebu Medical Center. However, Governor Baricuatro has dismissed the necessity of House Bill 3313 for upgrading the Cebu Provincial Hospital in Danao City.

The contention that Frasco requested the construction of the Liloan Children's Hospital before requesting an upgrade for the Danao City Provincial Hospital has not been directly addressed by the Fifth District Representative. The debate continues, with both parties advocating for the improvement of healthcare facilities within the province.
