In a recent debate in the German Bundestag, Green Party politician Dahmen proposed the establishment of an Enquiry Commission to examine lessons from the Corona Pandemic and strengthen resilience in the democracy, healthcare system, and society. The Enquiry Commission, however, has been differentiated from calls for a Bundestag investigative committee on the mask affair involving Jens Spahn.

While the specifics of the Enquiry Commission's mandate have yet to be established, it is expected to submit a report by the end of July 2027. The committee is intended to address democratic control in exceptional situations, with a primary focus on the question of "how can we protect ourselves more efficiently and fairly in the future?"

In contrast, the investigative committee, expected to investigate potential misuse of the pandemic by certain actors and examine possible exploitation of the pandemic by former actors, is not part of the Enquiry Commission.

Dahmen compared criticizing measures taken during a crisis to criticizing the fire brigade because there was no fire, emphasising that prevention is not always immediately visible. He also identified three critical points in retrospect: one-sided responsibility placed on families, children, and young people; questioning whether all pandemic deaths could have been avoided; and concern about scientists becoming targets of hatred and incitement.

The Enquiry Commission is expected to provide an opportunity to draw practical recommendations for future crises, focusing on transparency in crisis management, independent oversight mechanisms, equitable resource distribution, inclusive stakeholder engagement, and data sharing and evidence-based policy. These recommendations align with ongoing debates in the Bundestag about accountability and fairness, but are not specific recommendations attributed to Dahmen or a formal commission in current sources.

While the investigative committee's mandate remains separate from the Enquiry Commission, Dahmen has been vocal in his criticism of blanket and exaggerated criticism of measures taken during the pandemic. He emphasised that the Enquiry Commission is about learning from the Corona Pandemic and ensuring a more robust response to future crises.
