Investigations by the Corona Commission of the Federal Parliament can commence

The German Bundestag has established an Enquete Commission to conduct a thorough investigation into the outbreak and management of the COVID-19 pandemic in Germany. The primary goal of this commission is to reevaluate the measures taken during the pandemic, assess their effectiveness, and identify areas for improvement.

The commission will focus on reappraising the strategies and policies implemented by the government during the pandemic, including public health measures, economic support, and social interventions. It seeks to provide clarity on decision-making processes and resource allocation, such as mask procurement and vaccine distribution.

By identifying shortcomings and successes, the commission aims to inform future pandemic preparedness and response strategies.

Composition and Scope ---------------------

The commission consists of 14 Members of Parliament and 14 experts, representing various political factions. Its scope includes examining the pandemic's consequences on different sectors, such as healthcare, economy, education, and social welfare.

The commission will hold public hearings with experts, interest groups, and affected parties to gather diverse perspectives on the pandemic's impacts. Public sessions may not always be possible, in which case protocols of the meetings will be published in the final report.

Intermediate reports on completed aspects are possible for earlier parliamentary and political consideration.

The parliament voted with a broad majority to establish an Enquete Commission, following calls for a review, including those from President Frank-Walter Steinmeier, who emphasised the need for such an assessment to restore public trust in democracy.

The commission, titled "Review of the Corona Pandemic and Lessons for Future Pandemic Events," will begin its work in September and should submit a comprehensive final report with findings and recommendations for action to the Bundestag by 30 June 2027. If no consensus is reached on the appointment of experts, the factions will appoint them according to the Member of Parliament key.

The CDU Member of Parliament, Franziska Hoppermann, has been nominated as the chairperson, with SPD parliamentary vice-president Dagmar Schmidt stating that the commission should investigate what worked well and where there were shortcomings. The Greens and Left Party support the commission but also demand a parliamentary inquiry into mask purchases by the then Minister Jens Spahn (CDU). The AfD, however, called for a parliamentary inquiry for a "fearless" Corona review instead of a "little commission."

Union parliamentary vice-president Albert Stegemann (CDU) stated that the goal is an honest analysis of the Corona period, with the commission aiming to foster accountability and transparency in the government's response. An "age-appropriate survey" of children and young people is also possible within the commission's scope.

The experts should be appointed by consensus, with appropriate involvement of states and municipalities and balanced representation of scientific disciplines and societal areas. The commission will strive to provide a comprehensive and objective review of the COVID-19 pandemic in Germany, with the aim of informing future pandemic preparedness and response strategies.
