Repeated Mistreatment Conviction: Trial Sets Regrettable Mark for Practicing Physician
In the French city of Vannes, a retired surgeon, Joël Le Scouarnec (74), has been sentenced to 20 years in prison for sexually abusing 299 children, over a significant portion of his career spanning more than two decades. The court imposed the maximum sentence after the doctor admitted to abusing 158 male and 141 female patients, with an average age of 11.
The surgeon, who practiced in rural clinics in western France, allegedly targeted his victims during anesthesia, in the operating room, and even in patient rooms. The prosecution characterized Le Scouarnec's actions as treating his victims like inanimate objects, showing no empathy, and exploiting his role as a doctor.
The prosecutor stated that the number of victims is likely higher, as the trial only focused on 299 cases due to technical reasons. Another trial is expected for other potential victims.
Controversy has ensued over why health authorities failed to stop the doctor earlier despite his prior conviction for child pornography. In 2005, Le Scouarnec received a conviction but was placed on probation. Allegations of misconduct were downplayed, and the doctor was allowed to continue practicing.
Previously, Le Scouarnec was sentenced to 15 years in prison in 2020 for abusing four children. The investigation began in 2017, following a report of a neighbor who accused the doctor of abusing her six-year-old daughter in the garden.
During searches, investigators discovered around 300,000 child abuse photos and detailed diaries of the doctor's decades-long abuse. The surge of victims came to light due to this evidence, with many cases hidden for years.
Several traumatized victims spoke out about the psychological damage caused by the abuse, with children often reacting unconsciously to the violence they experienced. Experts found post-traumatic syndromes, blocks, and physical complaints in victims due to psychological stress. Some symptoms only became apparent after investigators contacted the victims and revealed they were child abuse victims.
As the trial began, Le Scouarnec admitted to committing heinous acts. He later admitted to abusing his two-year-old granddaughter at the time of the crime.
Administrative and judicial failures contributed to the ongoing abuse, including a slow response by the justice system, systemic deficiencies that allowed a convicted individual to maintain his medical practice, inadequate monitoring of offenders in positions of trust, limited legal consequences until trial, and a high number of underreported or dismissed cases.
Meanwhile, Joël Le Scouarnec's victims, child rights advocates, and the French Medical Association have criticized the system for its shortcomings in protecting children and for enabling Le Scouarnec's continued abuse.
