Hamburg, like many cities, grapples with drug use and its associated problems. Yet, the city prioritises harm reduction strategies, supporting addicted individuals through a variety of means.
The Hinz&Kunzt vendors serve as the heart of the project. These vendors are a common sight on Hamburg's streets, offering more than just goods for sale. The current issue of a magazine can be purchased from them, and for those outside Hamburg, a print subscription is available.
Yasmin recently visited the Hinz&Kunzt house for food distribution. But her visit today is not for food; she intends to buy crack at the Drob Inn, a drug counseling center located at Hamburg Central Station.
Hamburg's approach to drug use and addiction is rooted in harm reduction principles, aiming to minimise health and social harms. This includes the distribution of naloxone, substitution therapies, and rehabilitation options closely linked to healthcare providers. Naloxone, a crucial component of overdose prevention, is available by prescription and covered by statutory health insurance for individuals with opioid addiction.
However, access can be limited when prescribed by drug service physicians outside the usual insurance framework, requiring either self-payment or funding by the drug services. Despite these challenges, Hamburg's efforts align with a broader, comprehensive addiction treatment and harm reduction framework in Germany.
