Violations Identified by Rostecnadzor at Omsk TEC-5 Prior to Heating Season Commencement
In a recent development, the Russian Federal Service for Ecological, Technological, and Atomic Supervision (Rostekhnadzor) has drawn attention to a violation of JSC "TGC-11"'s obligation to prevent the operation of faulty equipment at the TPP-5 Main Building Site in Omsk. This incident occurred on August 30, 2025, and involved a malfunction in boiler unit No. 2.
The malfunction led to a leak in the boiler, resulting in its disconnection from the main steam pipeline. Fortunately, the incident was prevented from escalating into an emergency situation by promptly disconnecting the boiler.
This is not the first time Rostekhnadzor has inspected TPP-5 in 2025 due to violations of equipment safety obligations. A similar incident with a boiler unit occurred in July 2025, also resulting in a warning to JSC "TGC-11".
JSC "TGC-11" is mandated to conduct regular technical inspections, diagnostics, maintenance, and repair of boilers to ensure their safety. However, it appears that these obligations were not met in this case.
It's worth noting that any equipment with detected defects affecting safety must be immediately taken out of service. In this instance, reserve capacities were used during the repair at TPP-5.
Despite this setback, the readiness of Omsk TPPs for the heating season currently stands at 90%. However, there is no information available about the announced start date for the heating season in Omsk in 2025.
Violations of federal standards can result in emergency situations and serious fines for the operator. Rostekhnadzor has issued a warning to JSC "TGC-11" in light of these incidents, emphasising the importance of adhering to safety norms.
Following the repairs, boiler unit No. 2 has been put back into operation. JSC "TGC-11" is expected to take appropriate measures to ensure such incidents do not recur in the future.
